Description

  • The primary purpose of the position is to provide high quality psychiatric services and demonstrate clinical leadership across the Division of Adult Mental Health Services; Logan – Metro South Addiction and Mental Health Services (MSAMHS).
  • The position will support the strategic direction and ongoing development of MSAMHS and to contribute to the overall development and quality of services.
  • The position provides direct psychiatric clinical services to patients of the Division of Adult Mental Health Services (Logan – MSAMHS) and will lead a multi-disciplinary team in delivering high quality clinical care to patients.
  • To provide a collaborative working relationship with psychiatrists of all Divisions as well as the Executive Director of Clinical Services; Director of Allied Health & Therapies; Director of Nursing; Directors of Clinical and Corporate Governance; and Director of Recovery and Social Inclusion. This collaboration will ensure provision of evidence informed addiction and mental health care while promoting budget integrity.
  • The position also provides direct psychiatric clinical services to patients of the Divisions within the mental health service and supervision to medical officers and RANCZP trainees.
  • It is expected the position provides psychiatric clinical services out of business hours to the advertised locations.
  • It is expected that the position will support the Clinical Directors and Division Directors of Academic Clinical Units: Division of Adult Mental Health Services (Psychosis, Resource & Access Services, Mood), Older Persons, CYMHS, and Rehabilitation.
  • This position may be required to work across all Metro South Hospitals as part of their role, including Logan, Princess Alexandra Hospitals, QEII and Redlands Campuses.


Requirements

  • Fulfil the accountabilities and responsibilities of this role in accordance with Metro South’s purpose and objectives, as outlined below.
  • Staff are expected to be compliant with the timely and accurate input and collection of consumer related demographic information, diagnosis, outcomes collections and provision of service activity into appropriate applications. The data and information includes the electronic entry and completion of documentation to meet legislative requirements, including Mental Health Act 2016 documentation, admissions, discharges and transfers.
  • Knowledge of, or ability to quickly acquire and apply knowledge of relevant applications, including:
  • Consumer Integrated Mental Health Application (CIMHA);
  • RiskMan;
  • Hospital Base Client Information System (HBCIS); and
  • Emergency Department Information System (EDIS).
  • Integrated Electronic Medical Records (ieMR)

Staffing and Budget

  • This position reports both operationally and professionally to the Director, Division of Adult Mental Health Services.

Clinical Governance

  • Assume clinical responsibility for the overall clinical care to mental health consumers under care of your team.
  • Foster the promotion of standards of excellence in the provision of clinical and public health services.
  • Ensure the provisions of the Mental Health Act 2016 are met e.g. completion of 238 Reports, Mental Health Review Tribunal (MHRT) reporting and attendance.
  • Review, monitor and maintain the implementation of National Standards for Mental Health Services, evidence based practice and quality improvement processes.
  • Identify opportunities for innovation and improved service delivery.
  • Ensure that clinical services are delivered with a coordinated, comprehensive, recovery orientated framework that reflects a biopsychosocial best practice model of care and involve consumers and carers.

Clinical Care and Communication

  • Develop and implement processes to optimise the efficiency and safety of entry, progress and discharge from the service, including comprehensive assessments, interventions and goal planning, clear relapse and re-entry plans, discharge summaries and outcome reporting.
  • Promote the benefits and participation of multidisciplinary team members in the assessment and management and related issues.
  • Effectively communicate and consult with other health professionals and relevant agencies as required in respect to optimal delivery of evidence based clinical care.
  • Develop a balance between direct clinical activities expectations and the other roles required of the Clinical Director.

Management

  • Meet with the Director of Service or Delegate on a regular basis, to discuss the work-related matters and to ensure that clinical governance is prioritised and implemented appropriately in order to monitor and improve service delivery.
  • Comply with and utilise contemporary human resource requirements and practices including workplace health and safety, employment equity, antidiscrimination policies and ethical behaviour as specified in the Queensland Public Service Code of Conduct.

Leadership

  • Support the strategic planning and development of MHS provided by the Service in collaboration with other members of the Metro South Addiction and Mental Health Services Executive Team.
  • Provide leadership for clinical activities and initiate, encourage and participate in service improvements, evaluation and innovative treatment.
  • Provide ethical decision making in the achievement of organisational goals and support the implementation of evidence based clinical practice.
  • Ensure regular review of clinical structures and processes to enable the setting of future service provision.
  • In partnership with the Academic Clinical Unit (ACU) and across the Metro South Addiction and Mental Health Services (MSAMHS) ensure that clinical governance is prioritised and implemented appropriately to monitor and improve service delivery.
  • The position is expected to participate in research, grant applications, undertake conference presentations and seek to publish articles in journals.
  • It is expected the position will work with the executive to further the goal of encouraging staff at all levels to seek higher qualifications.

Supervision, Education and Training

  • Foster an environment of education, quality improvement, evidence-based practice and reflective feedback and learning.
  • Provide regular supervision/teaching to Registrars, Junior Medical Staff, and the other professional staff within the team.
  • Be responsible for induction, training and professional development of all medical staff within the team.
  • Participate and support the Junior Medical and International Graduate Training Programs as per the standards set out by the Royal Australian and New Zealand College of Psychiatrists and other approved organisations.
  • Provide education through training seminars and tutorials to other clinical staff.
  • Set the tone and standards to support optimal clinical placements for medical students to achieve their educational objectives.

  • Perform other provisions related to the duties of the Medical Officer as agreed by the parties
  • Implement and support clinical models of care and patient safety initiatives as required
  • Support alternative revenue sources and maximise funding for the delivery of service (where appropriate)
  • Participate in an annual performance review
  • Lead and manage staff by fostering and committing to patient safety and quality in the delivery of health care by maintaining and evaluating safety and quality practices and initiatives.
  • All relevant health professionals, who in the course of their duties formulate a reasonable suspicion that a child or youth has been abused or neglected in their home/community environment, have a legislative and a duty of care obligation to immediately report such concerns to Child Safety Services, Department of Communities.
